Companies or people will hire freelancers for short or long term projects. Let's say you had a data entry project that you wanted someone to do for you and maybe this is a one time thing, once a month, or just maybe you want this person to do all of your data entry while you tend to other parts of your company. You could advertise on a freelancing website and people will send your resumes and bid offers to do this job for you. You then select the person you want for this job and pay them whatever amount you agreed on for this job.
Freelancing can cover a whole range of jobs such as phone (inbound calls, outbound calling, word processing, writing articles, transcription, hiring a virtual assitant, tech support, web design-the list goes on. This is a good way to pick up work to do at home and some small businesses will do this type of work to pick up clients for their work at home business.

I don't have much information about many of the above websites, they are just recommendations of freelancing sites that were recommended on other forums I visit.
The only one I have used myself is http://www.guru.com and they offer a free basic membership and paid memberships. I would recommend to anyone who has not done freelancing before to just sign up for Guru's free basic membership, look at the projects/jobs being offered and to submit proposals to the ones that interest them. Guru allows people with free basic memberships to submit 10 free bids a month. I only recommend upgrading if you can land a project.
Things to know about freelancing:
If you are in the US, you may be competing with people from other countries who will usually offer to do the job or project for a cheaper price. This is something you may need to consider when submitting a bid for a job.
Some companies are sometimes looking for the lowest bid and not quality-do not get discouraged if a company thinks you are asking for too much $$. If an offer is made to you and you feel the pay is too low, don't feel bad to refuse the offer.

I forgot to meantion that freelancers can also be good for businesses also. If you need someone for a large or small project you may want to look into have a freelancer for this.
